Joachim Henry served as Senator and Leader of Opposition Business in the Saint Lucia Senate from 2016 - 2020. He has represented the Senate overseas on regional issues, as well as the Saint Lucia Labour Party (SLP) on matters relating to housing, planning and of a social nature.

Biography

Joachim Henry served as Senator and Leader of Opposition Business in the Saint Lucia Senate from 2016 – 2020. He has represented the Senate overseas on regional issues, as well as the Saint Lucia Labour Party (SLP) on matters relating to housing, planning and of a social nature. Mr. Henry has also had opportunities to attend meetings of the National Emergency Management Organization (NEMO) on behalf of the Leader of Opposition.

Prior to these appointments, Joachim worked as the Executive Director of the Saint Lucia Social Development Fund (SSDF), from 2006 to 2015. In that role, he was responsible for managing the implementation of basic needs projects using grant and government funds, preparing proposals for the consideration of the SSDF Board, supervising and managing staff, consultants and other stakeholders involved in the process, as well as reporting to the SSDF Board and donor agencies.

Between 2005 and 2006, Joachim served as Chief Technical Officer of the SSDF. In that capacity he was responsible for coordinating and supervising all technical inputs including the design and implementation of public sector projects for poor and vulnerable communities, and for supervising technical staff within the office, consultants and community based technical inputs.

From 2003 to 2004, Joachim served as Procurement Officer with the SSDF. His main functions included the preparation of bills of quantities and paying certificates, processing of project claims, as well as advising and monitoring the procurement plan.

From 1991 to 2001, Joachim worked with the Ministry of Planning as a Quantity Surveyor preparing Bills of Quantities and payment certificates and processing of project claims. He also worked as Surveying Technician/Demarcation Officer from 1986 to 1987 conducting cadastral surveys, plotting surveys, and resolving land boundary disputes.

Joachim is a current Director of Edah Inc., a construction engineering and management company involved in building construction and loss adjustment activities.
Joachim holds a Diploma in Quantity Surveying from the College of Arts Science and Technology (CAST), a Bachelor of Science degree in Construction Engineering and Management from the University of Technology and a Master’s of Science degree in Quantity Surveying from South Bank University of London. He is also a founding member of the Institute of Surveyors, Saint Lucia Inc.
